LJS: Senator Avery Requests $1.2 Million for Centennial Mall

Supporters of Lincoln's Centennial Mall squeezed in a request Monday for $1.2 million with the Legislature's Appropriations Committee. 

It comes alongside the millions requested by the University of Nebraska for building projects and the millions Gov. Dave Heineman wants to give back to taxpayers.

But consideration should be given to the seven-block entryway to the Capitol, supporters told senators. And they're asking the state to chip in for improvements like lighting, accessibility and walkways to ensure safety of state employees and the thousands of children each year who visit the mall.

Lincoln Sen. Bill Avery introduced the bill (LB859) to help fund the renovation. The committee turned down a $2 million request last year.

The renovation would be just in time for the Centennial Mall's 50th anniversary celebration in 2017, Avery told the committee.

Project supporters are trying to raise $9.6 million. They have contribution commitments and other pledges they will announce on March 1, Avery said.

The city would leverage $3 million in local tax increment financing with private investment dollars for three blocks of the project. The University of Nebraska Foundation has committed to raising $2 million for the two blocks closest to the university.

"The mall was once a very family-friendly place," Avery said. "However, today it has fallen into disrepair. It is an eyesore. It is a dangerous place to take a stroll."

Lincoln Mayor Chris Beutler said the project has a beautiful design and a lot of momentum. More than $5.3 million of the $9.6 million needed has been secured, he said.

Beutler intends to create a $1.5 million endowment fund so it will not fall into disrepair again, he said.

The state has about 30 percent of the buildings along the mall, he said. And supporters would like to see it contribute about 12.5 percent of the cost for the two blocks closest to the Capitol.

"We have no doubt that the state shares our concerns with regard to the safety and security of those who use the mall, particularly our touring school children who come from all over the state," he said.

After the hearing, the committee did not discuss the request. Appropriations Chairman Lavon Heidemann said the committee would consider the request later as it takes other requests into consideration.
